They might be waiting on Case Cookus and maybe KJ Costello, the two they had last year. Perhaps Cookus isn't eligible to sign with the USFL until next month and Costello is probably waiting to see what else is out there (his name has been eerily silent when it comes to QB tryouts by NFL teams and interest from the XFL, which leads me to think one of two things: either he's likely to return to the USFL or he's done with football and may want to do something else).

I don’t dislike costello but he’s not the level of qb you wait for imo
Costello not being mentioned anywhere in regards to NFL tryouts or even XFL interest after he was released by the Saints could indicate that he's no longer going to play football. He was released in August,and could have at least gotten NFL tryouts (which he did not), signed with the CFL as Vad Lee did or signed with the XFL. He did none of those things, so that could mean an indication he's done playing football.

Is the 2023 USFL Draft for rookies or free agents? If it's for rookies? From which NFL Draft class? I assume it's from the 2022 Draft Class, but Eric Barriere, Terry Wilson, Aqeel Glass, Davis Cheek and Guy Meyers were from the 2022 Draft Class and the XFL signed Harrison Frost from the 2023 Draft Class. The 2022 Draft Class also had Kaleb Eleby and Jawon Pass.

From what Jarren Horton has said in PFNs discord it’ll be a rookie draft. Idk why Aqeel glass was signed and not drafted, maybe it’s for guys leaving college early or something idk because otherwise glass and the others you mentioned would be in the draft I assume
