They do, but I don't remember offhand if you have to actually declare--just possibly for the draft (which is sure to have more activity than in recent years because of all the late adds) or just sign somewhere, as Christian Elliss did with the Vikings, which is effectively declaring without officially saying so.

Remember, the Bernie Kosar rule is still in effect, in that you can't just jump into the supplemental draft by waiting to declare until the regular draft is over. So they might have to wait until 2022.

But this year is unprecedented in the modern history of sport so who knows?

Yeah it ain't like it's Max Borghi, Abe Lucas, or Liam Ryan doing a last-minute end run here.

I can't imagine the NFL playing hardball here and saying 'Well you guys should have opted out", of course that isn't precluding any one of them from signing with an NFL team, the CFL if they can get running, or even in the IFL (which will be in midseason, but guys used to join AFL/af2 teams after the draft all the time) if they decide against coming back for another year.

You could see some end up in TSL over the first couple weeks.
