MM hinted at these details, saying there will be more on New Year's Day. If you trust this info it seems to be an announcement of an announcement.

The Rock will still be involved in the league, which means that the league's sponsors will continue to be every single product he's a part of.

TBH, I didn't care, but I know some people saw it as the Rock showing off a massive ego in that a sports league he owns has sponsors with products he's a part of.

The timing of the announcement is smart option. They want to announce where they can get the most football eyeballs.

If Darryl Johnston is still involved, then he will most likely talk about it on his weekly radio program in Dallas on Tuesday.

If it's UFL, I am not certain that the previous owner of the trademark is going to have issues with it because that owner (Joe McClendon) likely doesn't want his scam to be revealed at a national level.

Kinda harsh that two of the markets that won't be moving on to the new league play on FOX (PIT/SEA), and technically you could add NO/TB--although the Bandits basically exist as the Showboats. Could even add LA/NY but since the Cats were unofficially shut down and not part of XFL3.0 they wouldn't count here.

Scheduling's gonna be fun. With DCU at Audi on six Saturdays (assuming a ten-game sked) one of the Defenders games is going to have to be a Monday night game. Maybe week one as opposed to just a random midseason drop? Plus you almost gotta open up with champ vs champ--in BIR since the Stallions will be on the road week two cause of the UAB spring game (expected anyway), of course it's possible they play ahead (the AAF moved Salt Lake to Friday night before Utah's spring game in 2019--thankfully we never found out with the styles clash and the Utes possibly drawing more on Saturday).
