Lots of questions about why the XFL chose Las Vegas floating around among fans. Russ Brandon and Dwayne Johnson try to answer them in this story. Most importantly from the story:
The Vipers still haven’t formally announced where they will play games when the season starts in February, but sources close to the league indicate their preferred venue has been selected and contractual details are being worked out.

They try and fail, they provided few answers. To me it was likely travel distance and a dome. At this point the stadium can be anyone. Alliegient is just a matter of $$$ if the want in there - they can cough up the cash, if not Cashmen will do. I've been inLV in Feb / March, it can get cold that might be a factor.
