There are players that didn’t sign the option clause in the original contract. Not if originally contracted players didn’t sign the original bilateral option clause in their contract. The original agreement had the USFL having a bi-lateral option clause on all their players under contract. However, this new amendment has been put in place to close the loophole of the USFL’s best players being freed from their contracts and being free potentially to choose another league not named the NFL. <<
So the original USFL contract was: IF the player goes to an NFL team BUT does not make the FINAL CUT, they can choose to go to any other league... But they have to get signed to an NFL team FIRST then CUT.
The USFL changed the contract mid season for new hires, so that if they get cut from an NFL team their USFL contract is then REactivated and they can not sign with an other league.

If there was a bi lateral option under initial contracts and players or agents didn’t agree to it. Then they are free when the USFL contract expires.
The NFL stuff shouldn’t matter. Only for the amended contracts signed by players later in the process.
