There are two rules that benefited XFL passing game vs USFL if I recall correctly:
1) The one foot in bounds for a catch rule (like CFB).
2) Blitzing too many players.
I'm sure I'm correct about the 1st and pretty sure about the second. I think the USFL should have adopted the first and possibly the second. Assuming these rules are correct it benefits the XFL passing game over USFL. But USFL mirrors NFL more closely.

I didn't think the XFL had a blitz rule. I know AAF and the UFL did, but not the XFL.
