Every starting quarterback in the CFL is still under contract. Vernon Adams initially opted out but later changed his mind.

Every player is still under contract unless they specifically opt out.
And if they can opt out, the contract isn't worth the paper it's printed on. The CFL walked away from the contracts and is not paying out on them (the CFL pays on a per-game basis; no games, no pay). Nothing is stopping the XFL or anyone else from signing a CFL player right now, and the only player I've seen verbally commit to staying in the CFL no matter what is Adams.

The others have been conspicuously silent.

I think Bo Levi Mitchell said he plans on coming back to the CFL in 2021.

That doesn't surprise me—Mitchell's the CFL's best-paid player, so the chances of him jumping are next to none, unless the CFL's in even deeper trouble than we think.
