Instead of LA, the league should have started in San Antonio. That's a big TV market (even without adding nearby Austin to the numbers). Also, the AAF team drew well.
Speaking of the AAF -- what a disaster that was. It was the equivalent of those films form the 1890s when the first attempts at flight resulted in the airplanes never lifting off and plowing into a barn.
And speaking of San Diego: anybody else old enough to remember the NBA's San Diego Clippers before they moved to Los Angeles? World B. Free and Swen Nader!

You do realize that at the time the XFL cities were announced the AAF was two months away from kicking off. What you just gonna move LA to SA after the AAF folded? Ain't that simple.

The NBA in the 1970s was a wasteland. Not a lot of stars, players acting like rock bands with the cocaine use, and the NBA Finals on "same day coverage" tape delay late at night.Before my time, but the legend that was the Buffalo Braves long before San Diego lives on in western New York sports lore.
