“I think you’ll see the XFL look at major media markets. The money is not in tickets, it’s TV ratings,” said Scott Harkey, president of OH Partners, a Phoenix-based advertising agency. “I think that’s one reason why you’ve seen the Arena League struggle.”
“An XFL team in New York or Los Angeles would struggle to gain acceptance because of all the competition,” said Steve Clawson, an advertising and public relations executive with Moses Inc. a Phoenix-based agency.

Clawson and others with sports marketing backgrounds see markets without NFL teams and a full slate of other sports teams.

Smaller markets without NFL teams or a full-slate of other sports might work better in terms of galvanizing a local fan base.

Clawson lists markets such as Portland, San Diego, Sacramento, San Antonio, Oklahoma City, Hartford, Birmingham, Norfolk and Louisville.

I was looking at USFL attendances and some sites did pretty good. I mean it was decades ago so it is hard to use that info. ;)
