Did you think he was suggesting that they break into the stadium and stage football games without permission from the stadium owner?
The thing about college stadiums is that most college stadiums are owned by the colleges themselves, so any league that wants to play there would have to ask for permission and there's no guarantee of that. It's what some alt football fans don't understand when they want "so and so stadium" for "so and so team." It doesn't work that way.
The University of Houston already plays host to the Roughnecks, I doubt they are going to say yes to the Gamblers, which is why I suggested the MLS Stadium where the Dynamo play if the Gamblers ever play in Houston (which I don't think happens, as I think they will move to Austin).
Every single stadium in America is owned by somebody. It at least should go without saying that a lease will need to be secured before a stadium can be used.

it's likely much easier to deal with a city owned stadium than a college owned stadium.
