I'm assuming it's the same deal as if you did one in the NFL (they do exist, Benson Mayowa made the Seahawks off a regional tryout/combine and ended up carving out a nine-year career), just shifting timeframes probably cause of CA winters.

The CFL released it negotiation list of 10 US College/NFL PR players. The Ottawa RedBlacks has listed PJ Walker on it's list. The BC Lions stocked up on all QBs, even though they have Nathan Rourke

PJ Walker is not on an NFL Practice Roster. He is on the active roster as the backup in Carolina since Sam Darnold is on IR. Walker might go where the money is once his NFL PR opportunities are exhausted. The CFL still pays more than the XFL and USFL with a housing allowance. The XFL and USFL hubs could deter him signing with either alt league.
Look at Tyler Cornelious, he signed up for two years with the Edmonton Elks. he's now a starter and has improved since playing in the XFL

Well, some of these guys DO want to play in the CFL. Most of these guys don't even know that they were on CFL teams Negotiation list, All the more to televise teams choosing on who goes on their lists.
The CFL is accommodating on allowing players to take a shot at the NFL, but they must fulfill their contract with the CFL team once their NFL shot has been exhausted. At least, the CFL provides job security when they come back to the league

What should happen is for players to jump to the NFL with the understanding that if they don't make it, they return to the CFL, but it should not be ironclad if they end up making an NFL roster and having a ton of success in the NFL, so much to the point where they get a second long term NFL contract and never returning to the CFL.
