Skip Holtz on the Patrick Norton show says USFL free agency is about to start where teams will sign guys recently cut from nfl teams and other free agents to take rosters from 50 to 75 (assuming he’s including practice squad). He said team OTAs in their home cities in October

Yes it is - they are looking for low cost ways to engage local fans it would appear.
As far as the 75 man rosters - that looks like a starting point and they will reduce that like NFL by start of season. But they want to get in with players now as XFL gears up.
