But there was absolutely no possible way that the USFL earned enough money to cover the tens of millions of dollars Fox invested into it... and if it is Fox employees like Cowherd making these claims, they just opened themselves up to a massive federal investigation. Think Enron.

Remember the P visa issue: the USFL is known to have less than $10 million in revenue. Player salaries alone for 300 players at $4500 a player comes to $10.5 million, and that doesn't count coaching staff, stadium rental for Birmingham or Canton, executives, workers comp insurance, or any of the countless other expenses.
I think you're reading a bit too much into it lmao. Cowherd is a talk show host who likely doesn't really know what he's talking about. He probably saw the quote from the NBC executive where he said the league was probably profitable for NBC and was just making a blanket statement to show that the league had a good year. It's not that deep.
