Keep in mind they are looking to raise funds. 2 hubs is minimum, if they get the funding they'd like expect more.
NBC, in the end is looking for fan interest in big markets - sayings fans in stands may be avaled way of saying we want more than 1 hub in 2022.

If I am Fox, the potential team owners need to be heavily vetted otherwise it will be a situation like in indoor football where an owner is alleged to have money and are welcomed into the league right away only to find out he has no money and that team is either sold or is folded during the season.
