If the new ownership believes that a bubble is possible for 2021, then by all means do it. Otherwise, wait until 2022.

the Rock is financially stable, thanks in part to Dany Garcia, who happens to be his ex wife and business partner. She seems to be the one who handles the finances for him.

I doubt that there will be a 2021 season, 2022 seems likely. As much as I'd like to see it next year, I tend to agree. I've read somewhere that the NFL is prepared (if necessary) to delay the Super Bowl a month or even until the last week of March if they have to. Something like that could also affect any plans the XFL might have at a possible 2021 return.
